Booking on a WHIM for FREE DINING...

No flames, please...just a simple, honest question here.
There are people rushing to book now because of the free dining that do not know if they will even be able to go to WDW for the time they are booking. Because the number of rooms available with this offer is limited, here is my question...
What happens if they do cancel? Are those "slots" just lost? If so, doesn't that mean that people who know they will be able to go could be losing out on the free dining because of people booking on a whim with no idea if they can go or not?
 
As a rule, it is my understanding that once a promotional/discounted rate is booked (& is removed from that block's inventory) if it is cancelled it goes back into the block of rack rate rooms.
