well take your rain cover and cover it anytime you leave the stroller out in the open. we went on a ride and came out to pooring rain and i hadnt covered the stroller!

heres a good trick i figured out that afternoon though. if it gets soaked, pull off the pad and toss it into the basket. then wipe the stroller down with a diaper or too! the baby'll be fine while the pad dries out.
 
If it doesn't, a good stopgap is to put a folded poncho over the seat, then put a piece of cloth on top of that (a grownup t-shirt will do, if necessary.) I made a seat cover out of thin towelling that we always have with us, to protect the upholstery from excess sunscreen stains.

Best way to dry a wet stroller is to leave it out in the sun, if you can find sun.
