What time does Disney Dinning Open

What time in the morning can I book a dinning reservation? I want to book on line at the appropriate date. I am trying for a hard to get reservation.

6:00am Eastern time on-line. (Some people say they have logged in early - 5:45am - and gotten ADRs, but this have never been my experience. 6:00am on the dot.)

7:00am Eastern time for the phone lines.
