I heard a CM say that the new ones will be sold at DL when the old ones sell out. On Saturday when I was there, there were a ton of the old ones. So not sure how much longer until the new ones. They didn't say if they were just for the party.

1I know you can get into both parks before the party starts, but do you get kicked out of DCA at a certain time (like 6pm when the DL party starts)? And I imagine we have to go to DL and get our bands for the party first before going to DCA? I am really just trying to ride the GotG with the monsters overlay before the party starts, haha.

You an go to DCA first using your Halloween Party ticket. then hop over to Disneyland - that's where you'll get your wristband. I don't think they kick you out of DCA. last year we started over at DCA then headed over to Disneyland around 5-6pm

DCA won't kick you out. You can stay until closing. You won't need a wristband before entering DCA, but you will need one when you enter DL for MHP. Last year we entered DCA first, stayed for a few hours, then hopped over to DL and got our wristbands upon entry.

Look for the turnstiles at the DL main gate marked "Special Event." These are easy to spot -- look for the lines with all the guests in costumes.

If your party starts at 6 pm, then you should be fine entering either park through the main entrance at 3 pm. If your party starts at 7 pm, you can enter the front gates at 4 pm. We did this last year.
Are you talking about using the monorail entrance? Even if you can use that entrance for early entry, you won't be able to get a wristband there. Those are available at the DL front gate (specially marked turnstiles) or at a designated spot inside DL for those already inside the park when the early hours start. Also keep in mind that if the weather is very warm/hot on your MHP day, the monorail may not be running during the afternoon.
