Either way I doubt in this instance that it's a cost cutting measure.
But generally it’s hotter at 3 than 12. Mid-afternoon is the hottest part of the day. I’ve never understood why Disney holds the parade at that time of day in the summer. Universal typically had their parade at 5 in the summer, before they closed it recently.

The last day the WDW calendar shows an afternoon parade is September 3. Do they typically add them closer to the start of the month?
I think it's waaay too early for it to be anything weather related. I'm sure it's to see how much more they can decrease/cut back and where they save money and fun for us as we get to be the guinea pigs...we of course, only have our MK days scheduled for the dates they cut back.
