That would've been really disappointing.
1) Yes.
2) It would be nice to have The Grand Tour of campsites.
. . . some sites are slightly decorated
. . . others are all-out holiday "flash"
. . . some are positively unbelievably gorgeous
3) Some folks think the sleigh goes through all the loops and affords a view of the decorated campsites.
4) This can result in some confusion and disappointment, based upon expectations.
5) But, the ride is so short (time-wise), it does not have the ability for a lengthy tour.
. . . the ride is approx 25-minutes long
. . . that is hardly enough time to travel much of the "main" roads
. . . yes, it does claim to go "past" campsites, but what you see is from the main streets looking into the loops

"Horse-drawn sleigh rides at Disney's Fort Wilderness & Campground are now available for booking for this coming holiday season. The decorated sleighs take you on a 25-minute trek through the woods and past the campsites. Each sleigh fits four adults or two adults and three children. Larger parties can book more than one sleigh. Riders will receive a special limited-edition pin created specifically for this event at the conclusion of the ride. Sleigh rides may be canceled during inclement weather. Holiday sleigh rides run November 27 through December 30 from 5 to 10 p.m. and are open to everyone, with no minimum age requirement.
