Both. Some are at resorts some are in the parks... For example Cinderella's Royal Table (Princesses) and Crystal Palace (Winnie the Pooh and friends) are both Character meals inside the MK. Be Our Guest is a counter service but not easy to get in as a walk up you would need to do fast pass or a reservation (it's the only counter service like that though). Chef Mickey's (Mickey and friends) is at the Contemporary. 1900 (Cinderella and step sisters) is at the Grand Floridian and is a character meal. Ohana's(Lilo and Stich sp?) is at the Polynesian and is a character meal. I don't know where Cape May is... never been there. Garden Grill (rotating rest in Epcot) character (Mickey and Chip and Dale). Coral Reef (the other one I couldn't remember the name of earlier) not a character meal is in Epcot there are lots of table service non character places in Epcot. Tusker House in AK is (Mickey and friends has Daisy). There are lots of table service rest in Hollywood too that are good...Hollywood and Vine (has some character meals), 50's Prime time and Sci-Fi.

Ok, gonna self plug here...Lol yes! This is very helpful. One of my friends is going through a divorce. Her DD is 4 months older than my DS. After my 1st cruise with DS, she mentioned wanting to go on a Disney cruise with us. We talked about August or September 2016. We discussed doing a 4 night cruise with a day at MK before and a day at AK after the cruise. I think DS would love seeing the animals. I saw a video of the view from someone's AKL balcony and it made me want to stay there. DS would enjoy seeing the animals from our room.
I'll be looking to my Disney single parents "family" here, when she's ready to plan that.
It's obvious that I know nothing about how to vacation at WDW during this day and age. Lol

That's my trip report (single dad taking daughter) for my August 2015 trip. It's in pre-trip stages, but I go into a LOT of the considerations you'll need to have (so no need for me to retype them). I'm doing 4 days at Uni, 3 days at Disney, 7 days on DCL, 4 days at Disney.
I would love to hear people favorite counter service meals though!
