September or October visit?

After lurking these boards for what feels like forever my Tokyo trip has moved from the planning to the saving stage!
I plan to go either September or October 2017 (after the Finding Dory ride opens), and want to see the Halloween decorations and parades.
In terms of weather and crowds, which month should I swing for? Halloween starts Sept 8th so there's plenty of time to choose from.

I'll be doing 3/4 days in TDR and 4/5 days in Tokyo. We're planning to split say between the Disney and Miracosta hotels then spend the Tokyo leg in an AirBnB.
 
A quick glance at the crowd calendar from 2015 makes me think September is a much better idea than October.
 


September can be unpredictable with the typhoons and it is still rather hot and humid. The crowds are lower due to school and the wet weather usually. Typhoon days are the park are good for attractions since there is almost no one at the parks. But that is hard to plan around. October has very comfortable weather and is cooler than September and is no where near as rainy or humid. But the crowds can be a bit higher.

They usually have the halloween costume days at Tokyo Disneyland on the first and last week of the Halloween event. Which would be the beginning of September and the end of October. This could change, but that is usually what they do.

I personally would come in October if you can, while the crowds will be a bit higher the weather is much nicer.
