Renting from a DVC member ??

Does this mean the other people are renting & paying for time in my home resort? Does anyone mind explaining this further? And how does that work? I think if I'm reading correctly, the DVC member makes the reservation, right? And does that mean they make the reservation in the other person's name so they're aren't issues when that other person arrives?
